(a) All officers and employees of the City, except as may be otherwise provided in the Charter or ordinances of the City, shall be entitled to receive their respective wages every two weeks, 26 or 27 times per year, and the Director of Finance and the City Treasurer shall take all necessary steps toward this pay procedure.
(b) For the purpose of calculating the amount of pay to be received each two-week period, annual salaries shall be divided by 2,080 hours to establish the hourly rate. The regular two-week pay period shall then consist of eighty hours times the hourly rate.
(c) Payments made pursuant to the method of computation set forth in division (b) of this section in years containing 27 pay periods shall not be deemed to be in excess of authorized annual compensation.

(a) Notwithstanding any other ordinances or resolutions of the City to the contrary, no person, in the classified or unclassified service of the City, whether elected or appointed, shall solicit, receive and/or deposit, in any City or other account for the use of the City, either directly or indirectly, any contribution of money from any person in the classified or unclassified service of the City, except the directors of the several departments where such contribution is for the use of the City, as a donation, gift or otherwise, without having first obtained the approval of Council.
(b) Any contributions of money collected or on deposit in violation of this section shall forthwith be returned to the persons entitled thereto.
(c) Whoever violates this section shall be fined not less than five hundred dollars ($500.00).

(a) Salaries and compensation of officers and employees of the City, except those required to be fixed by Council, shall be fixed by the appointing authority within the schedule of compensation established by Council pursuant to Charter Section 191, in accordance with ability, fitness, seniority and efficiency.
(b) On and after January 1, 1977, no change in the schedule of compensation so established shall be made except in the following manner:
(1) In case of classified positions an ordinance shall be introduced in Council subsequent to November 15 of any given year and passed not later than the effective date of the annual appropriation ordinance for the year following such November date, which ordinance, when so passed, shall be in effect for not less than one year thereafter.
(c) No change in the rate of any person fixed in accordance with such schedule of compensation shall be made more often than once in any twelve-month period except as the result of the change of position of such person.
(d) Nothing contained in this section shall be deemed to operate as a prohibition against the subsequent passage of any legislation relating to the schedules of compensation pending in Council at the effective date of this section or introduced in Council prior to December 31, 1976.

Any resolution adopted by the Civil Service Commission requiring implementation by Council under the provisions of Charter Section 191 or any other section of the Charter shall be filed with the Clerk of Council. The provisions and conditions of the resolution shall be incorporated by reference as though fully rewritten in any ordinance passed by Council to implement the Civil Service Commission resolution.

The salary of any position in the unclassified service and not included herein shall be fixed by ordinance or as may be provided by ordinance.

(a) Commencing January 1, 1990, the salary of the Mayor shall be eighty thousand dollars ($80,000.00) per year. Commencing June 1, 1990, the salary of the Mayor shall be eighty-two thousand five hundred dollars ($82,500.00) per year. The annual salary of the Mayor for the year 1991 shall be eighty-five thousand dollars ($85,000.00). The annual salary of the Mayor for the year 1992 shall be eighty-seven thousand five hundred dollars ($87,500.00). The annual salary of the Mayor for the year 1993 shall be ninety thousand dollars ($90,000.00).
(b) Commencing April 1, 1994, the salary of the Mayor shall be ninety-three thousand six hundred dollars ($93,600.00) per year and shall be increased in 1995 and in each year thereafter by an amount which shall be computed by applying that percentage of the immediately preceding year's salary that is equal to the percentage for increases in salaries and wages established for that year in a majority of the collective bargaining agreements between the City and the various unions recognized by the City. Such increase shall be effective on the same date as the effective date for salary or wage increases in a majority of the collective bargaining agreements.
(c) The salary of the Mayor shall be paid in twelve equal monthly installments, as provided by Charter Section 69.

(a) On and after January 2, 1982, and thereafter on January 2nd of each of the years 1983 and 1984, the salary of each member of Council as heretofore fixed by Ordinance No. 2927-76, passed December 20, 1976, shall be increased by the amount of 10% over the previous year's salary and on January 2nd of the year 1985 said salary shall be increased by the amount of 5% over the previous year's salary, except that of Council President, as member of Council shall receive twenty-five thousand dollars ($25,000.00) per annum.
(b) The annual salary of members of Council for the year 1986 shall be twenty-six thousand six hundred sixty-four dollars ($26,664.00). The annual salary of members of Council for the years 1987 through 2005 shall be twenty-six thousand six hundred sixty-four dollars ($26,664.00) adjusted upward by an amount equal to six percent (6%) of the immediate preceding year's salary, provided, however, that such upward adjustment shall not be made in any year in which a majority of the collective bargaining agreements between the City and the various unions recognized by the City do not provide for salary or wage increases.
(c) Commencing January 1, 2006, the annual salary of members of Council shall be increased each year by an amount which shall be computed by applying that percentage of the immediately preceding year's salary that is equal to the percentage for increases in salaries and wages established for that year in a majority of the collective bargaining agreements between the City and the various unions recognized by the City. Such increase shall be effective on January 1st of each year.
(d) The salaries of members of Council shall be paid in equal semimonthly installments, as provided by Charter Section 27.

The members of Council shall be entitled to be reimbursed the cost of expenses incurred by them in the performance of their official duties in an amount not to exceed twelve hundred dollars ($1,200) per month. Requests for reimbursement shall be submitted monthly in writing to the Clerk of Council. Expenses submitted for reimbursement must be substantiated by written documentation in accordance with guidelines for the reporting of expenses by members of Council promulgated by the President of Council and approved by the rules Committee of the Council based upon the applicable reporting requirements of the federal income tax code for employee expense reimbursement programs. Notwithstanding the requirements of Section 171.43, members of Council may be reimbursed for the use of their vehicles in the performance of their official duties at the rate for mileage allowance promulgated by the Internal Revenue Service. Notwithstanding any ordinance to the contrary, any Council Member may increase his or her Executive Assistant's hourly rate of pay in excess of the standard rate in effect for Council Member Executive Assistants consistent with the aforementioned Council expense reimbursement policy.

On and after January 2, 1982, the President of Council, in addition to the salary he receives as a member of Council, shall receive compensation of ten thousand dollars ($10,000.00) per annum, payable as his salary.

Notwithstanding any ordinance to the contrary, the President of Council's Ward Executive Assistant shall receive compensation of five thousand dollars ($5,000.00) per year in addition to the compensation established by ordinance for Councilmember Ward Executive Assistants and in addition to any funds the Council President's Ward Executive Assistant may receive at the option of the Council Member pursuant to the Business Expense Reimbursement Policies and Procedures.

The Chief Justice and each judge of the Cleveland Municipal Court shall receive compensation as may be established by RC 1901.11, provided that three-fifths of such compensation shall be payable from the City Treasury in semimonthly installments.

In addition to the compensation payable out of the Treasury of Cuyahoga County, pursuant to RC 1901.31(C) and 1901.11, the Clerk of the Municipal Court shall receive further compensation in the amount of not less than $4,000 per annum, and not more than $6,000 per annum, as determined by the Director of Finance in accordance with the aforementioned sections of the Revised Code. The further compensation shall be payable in semimonthly installments out of the City Treasury.

The salaries of the members of the Landmarks Commission shall be six thousand five hundred dollars ($6,500.00) per annum, except that the member designated by the Mayor as Chairman shall receive additional compensation of five hundred and seventy-five dollars ($575.00) per annum.

The salaries of the members of the Community Relations Board shall be four thousand five hundred dollars ($4,500.00) per annum, except that the member designated by the Mayor as Chairman shall receive additional compensation of five hundred and seventy-five dollars ($575.00) per annum.

The salaries of the members of the Civil Service Commission shall be seven thousand eight hundred twenty dollars ($7,820.00) per annum, except that the member designated by the Commission as President shall receive additional compensation of five hundred seventy-five dollars ($575.00) per annum. The member designated by the Mayor as the Secretary of the Commission shall receive additional compensation in an amount to be determined by the Mayor within the schedule of compensation established by the Council for that position.

The salaries of the members of the Board of Zoning Appeals shall be seven thousand eight hundred twenty dollars ($7,820.00) per annum, except that the member appointed by the Mayor as Chairman shall receive additional compensation of five hundred seventy-five dollars ($575) per annum.

(a) Each member of the Board of Building Standards and Building Appeals shall be compensated one hundred forty-five dollars ($145.00) per diem for each official Board meeting attended. The Chairman shall be compensated one hundred seventy-five dollars ($175.00) per diem for each official Board meeting attended. The alternate members shall be compensated forty-one dollars ($41.00) per diem for each official Board meeting attended as an alternate, except that an alternate who is not a City resident at the time of attending a meeting shall not be entitled to any compensation.
(b) In no instance shall the aggregate amount paid to any member exceed seven thousand eight hundred twenty dollars ($7,820.00) per year, that of the Chairman nine thousand five hundred forty-five dollars ($9,545.00) per year and that of any alternate member exceed two thousand four hundred fifteen dollars ($2,415.00) per year exclusive of the compensation received when serving in the place of a Board member.

Each member of the Boxing and Wrestling Commission shall receive as compensation one hundred seventy-five dollars ($175.00) per month, except that the compensation of the Chairman shall be two hundred dollars ($200.00) per month, payable monthly.

The salaries of the members of the Police Review Board shall be six thousand eight hundred dollars ($6,800.00) per annum, except that the member designated by the Mayor as Chairman shall receive additional compensation of five hundred dollars ($500.00) per annum.

Pursuant to RC 1901.34 of the Revised Code, the Director of Law as the Prosecuting Attorney of the Municipal Court, and the Chief Assistant Prosecutor, the First Assistant and each Assistant Prosecutor of the Court may accept compensation from the Treasury of Cuyahoga County in an amount fixed by the Board of County Commissioners.

(a) The Director of Public Safety shall assign not more than one member from the Division of Police to the position of Department of Public Safety Medical Coordinator at an annual compensation to be fixed by the Director within the schedule of compensation herein established:

(b) The status within the uniform ranks of such member while so serving in such assignment, shall remain unchanged, and notwithstanding the compensation fixed for such position, he shall not acquire any right to promotion other than such rights to promotion which apply to the rank held at the time of assignment.

There is hereby established in the Department of Public Utilities the position of Consultant-Water Pollution Control whose compensation shall be fixed by the appointing authority at not more than $34,000 per annum. The Director of Public Utilities is authorized to employ one person for this position. The person shall serve under the direct jurisdiction of the Director as the chief of the Clean Water Task Force.

Notwithstanding and in addition to the provisions of Section 173.56, the Commissioner of Recreation shall be reimbursed $1,800 per annum for his duties as Assistant Coordinator of Recreation with the Recreation Council of the City and the Cleveland Board of Education.

In all cases where it is necessary or desirable to employ a person by the hour in a classification not included in Sections 173.60 and 173.62 but for which classification an annual salary is provided in Sections 173.37 to 173.59, and as the same from time to time subsequently have been amended, the minimum and maximum hourly rate shall be determined by dividing both the minimum and maximum salary by the number of hours regularly constituting a work year for the concerned division or department determined as provided in Section 171.05.

Ordinary unskilled laborers in the employ of the City shall be paid such rates of compensation, not exceeding the maximum rates prevailing in private employment in the City for like services, as may be established by rule of the Mayor. The rules of the Mayor establishing rates of compensation under this section may be revoked, altered, and amended at any time. Such rules may classify the unskilled labor positions in the City employment according to their character and may fix for each class or grade thereof an appropriate rate, by hour, day, week or month, as the nature of the case may require.
Each member of the City Planning Commission, except the member of Council serving thereon, shall receive compensation of seven thousand eight hundred twenty dollars ($7,820) per annum, payable monthly.

The Civil Service Commission may expend such funds as are reasonably necessary to provide food or beverages to persons who serve as panel members, raters or monitors during the City's Civil Service examinations.
