The Civil Service Commission is hereby authorized to provide notarization services to any person required by law or the rules of the Civil Service Commission to file a notarized document with said Commission. The Civil Service Commission shall charge a fee in accordance with law for each document notarized pursuant to this section. The Secretary of the Civil Service Commission shall cause all fees collected hereunder to be deposited into the General Fund.

The Civil Service Commission, through its Secretary, is hereby authorized to employ by written contract attorneys to act as referees to conduct Civil Service hearings as may be required by law or by the rules of the Civil Service Commission.

(a) The Civil Service Commission is hereby authorized to charge applicants in all civil service examinations for positions in the classified service of the City of Cleveland an examination application fee, which fee shall be established by the Board of Control based upon recommendation by the Civil Service Commission. The fee established for any given examination shall not exceed twenty five dollars ($25.00) unless authorized by the Council. Any fee established pursuant to this section may be waived by the Civil Service Commission if the applicant is determined by the Commission to be indigent.
(b) Such examination application fee shall be paid to the Treasurer of the City at the time of filing an examination application. No application shall be finally accepted by the Civil Service Commission until said application bears a notation by the Treasurer that the requisite fee has been paid. The Treasurer shall give a receipt to the applicant or person paying such fee. No fee, once paid, shall be refunded for reason of the applicant's failure to appear for the test or otherwise; provided, however, that when an applicant is disqualified from taking an examination on the basis of age; education or failure to meet other minimum entrance requirements, the fee paid by such applicant shall be refunded to such applicant upon the applicant's request in writing made within ten (10) days after the date of examination. The Civil Service Commission shall give notice of the fee to be charged and paid for each examination and said notice shall be included in and made a part of its official announcement of the examination.
