Chapter 160 — Housing Advisory Boards

Complete to June 30, 2007

160.01     Housing Board Establishment; Composition; and Terms

(a) There is hereby established a Housing Advisory Board for the purposes set forth in Chapter 176 of the Ohio Revised Code in connection with the issuance of general obligation bonds or the expenditure of moneys raised by taxation to provide, or assist in providing, housing pursuant to Section 16 of Article VIII of the Ohio Constitution.

(b) The Housing Advisory Board shall consist of no less than eleven (11) members, to be appointed by the Mayor and subject to the confirmation of Council, with terms of two (2) years each. Such appointments shall include a balanced representation of each of the following groups located within the City of Cleveland:

(1) Institutions that lend money for housing;

(2) Nonprofit builders and developers of housing;

(3) For-profit builders and developers of housing;

(4) For-profit builders and developers of rental housing;

(5) Real estate brokers licensed under Chapter 4735 of the Revised Code;

(6) Other persons with professional knowledge regarding local housing needs and fair housing issues within the City of Cleveland;

(7) Residents of the City of Cleveland;

(8) Representatives of CMHA;

(9) Elected officials of the City of Cleveland; and

(10) Such other groups or individuals that the Mayor determines are necessary to provide balanced advice on housing plans and programs.

(c) Six (6) of the initial appointments shall be for terms ending three (3) years after the date the initial appointments were approved. The remaining initial appointments shall be for a term ending two (2) years after the date the appointments were approved.

Thereafter, terms of appointment shall be for two (2) years, with each term ending on the same date of the same month as did the term that it succeeds.

(d) Membership on the Housing Advisory Board does not constitute the holding of a public office or employment by the City of Cleveland. The members shall serve without compensation.

160.02     Purposes of the Housing Advisory Board

The Housing Advisory Board shall:

(a) Receive and review comprehensive plans for the development and maintenance of affordable housing submitted to it pursuant to RC 176.04(A)(2), political subdivision it serves;

(b) Receive and review written descriptions submitted to it pursuant to RC 176.04(A)(2);

(c) Advise the City of Cleveland regarding the plans and descriptions it receives pursuant to paragraphs (a) and (b) herein; and

(d) Perform such other advisory functions for the City of Cleveland related to the City's programs to provide, or assist in providing, housing the Mayor may request it to perform.
