With the concurrence of the Board of Control, as required by Charter Section 77, there is hereby established a Department on Aging subject to the Charter and ordinances of the City and to the direction of the Mayor. The Director may appoint and employ a secretary who may be in the unclassified service and such other officers and employees as may be necessary for the operation of his office and the several divisions and activities comprising the Department, except officers and employees appointed by the Commissioners of the several divisions in accordance with the provisions of Charter Section 79.
The Department on Aging shall be responsible for and shall administer, or wherever possible, assist in administering all City programs relating to older adults sixty years of age or older, except where the legal requirements for the use of any funds for the elderly specify a lesser age.

The Director of Aging shall:
(a) Determine that services and facilities provided, operated, contracted for or supported by the Department for older adults are being operated effectively.
(b) Provide consultants to agencies, associations or individuals providing services supported by the Department.
(c) Study current living conditions and needs of older adults with special emphasis on persons with low income, physical and mental impairments, advanced age or isolated living conditions, and proposed and deliver the most effective service or assistance to such older adults.
(d) Study existing methods and alternatives of providing services, programs and opportunities for older adults.
(e) Identify these factors of particular detriment or benefit to the welfare of older adults; and assist in alleviating detrimental conditions and maximizing beneficial factors.
(f) Develop and implement new approaches and alternatives for living arrangements, social services, institutional care, health services, legal representation and the coordination of community services for older adults.
(g) Develop and implement a general long range plan to cope with the City's aging problems.
(h) Make recommendations for legislative action.
(i) Administer all grants and funds received by the City from federal, State or other public or private sources for the use and benefit of older adults, and to seek, wherever possible new funding sources.

Employees, equipment and activities presently working for or in use by the Mayor's Commission on Aging are hereby transferred and assigned to the Department on Aging. Accumulated sick leave, vacation and other benefits are hereby transferred with the employees to the Department on Aging.

The Director of the Department on Aging is authorized to accept gifts of money, material or services, provided that the value of the gift shall not exceed ten thousand dollars ($10,000).

The Director of Aging shall have the authority to purchase food, beverages, and mementos for activities or events sponsored by the Department of Aging in pursuance of its senior programs.
