Section 677z. Rules and regulations; tribal or group referenda 

      The Secretary is authorized to issue rules and regulations
    necessary to effectuate the purposes of this subchapter, and may,
    in his discretion, provide for tribal or group referenda on matters
    pertaining to management or disposition of tribal or group assets.
