      For the purposes of this subchapter, the term "State" includes
    the District of Columbia, the Commonwealth of Puerto Rico, the
    Commonwealth of the Northern Mariana Islands, American Samoa, Guam,
    the Virgin Islands, and any other territory or possession of the
    United States.
