Section 917c. Negotiations with Mexico and Canada 

      The Secretary of Commerce, through the Secretary of State, shall
    immediately initiate negotiations for the purpose of developing
    appropriate bilateral agreements with Mexico and Canada for the
    protection and conservation of whales.
