    title", struck out "and" after "September 30, 1977", and inserted
    provision authorizing appropriation of not to exceed $24,352,000
    for fiscal year ending Sept. 30, 1979.
      1976 - Pub. L. 94-411 substituted provisions authorizing to be
    appropriated not to exceed $3,750,000 for the transitional fiscal
    quarter of July 1, 1976, through Sept. 30, 1976, not to exceed
    $15,000,000 for fiscal year ending Sept. 30, 1977, and not to
    exceed $20,000,000 for fiscal year ending Sept. 30, 1978, for
    provisions authorizing to be appropriated such sums as are
    necessary, not to exceed $10,000,000 for fiscal year ending June
    30, 1975, and not to exceed $15,000,000 for fiscal year ending June
    30, 1976.
                           TRANSFER OF FUNCTIONS                       
      For transfer of functions, personnel, assets, and liabilities of
    the Federal Law Enforcement Training Center of the Department of
    the Treasury to the Secretary of Homeland Security, and for
    treatment of related references, see sections 203(4), 551(d),
    552(d), and 557 of Title 6, Domestic Security, and the Department
    of Homeland Security Reorganization Plan of November 25, 2002, as
    modified, set out as a note under section 542 of Title 6.
      For transfer of functions, personnel, assets, and liabilities of
    the Federal Emergency Management Agency, including the functions of
    the Director of the Federal Emergency Management Agency relating
    thereto, to the Secretary of Homeland Security, and for treatment
    of related references, see sections 313(1), 551(d), 552(d), and 557
    of Title 6, Domestic Security, and the Department of Homeland
    Security Reorganization Plan of November 25, 2002, as modified, set
    out as a note under section 542 of Title 6.
      Functions of National Fire Prevention and Control Administration
    [now United States Fire Administration] and National Academy for
    Fire Prevention and Control generally transferred to Federal
    Emergency Management Agency. For further details see Transfer of
    Functions note set out under section 2202 of this title.
          ARSON PREVENTION GRANTS; TERMINATION OF APPROPRIATIONS      
      Section 8 of Pub. L. 103-254 provided that: "Notwithstanding any
    other provision of this Act [see Short Title of 1994 Amendment note
    set out under section 2201 of this title], no funds are authorized
    to be appropriated for any fiscal year after fiscal year 1996 for
    carrying out the programs for which funds are authorized by this
    Act, or the amendments made by this Act."
